Steering Committee Terms of Reference


Status:  Adhoc Advisory Committee of Council

Mandate:

            a.   To work with consultants ensuring the spirit, scope and deliverables of the Lake Milo Active Transportation Master Plan Request for Proposals (LMATMP) are honored.

            b.   To deliver a final master plan to Council along with a recommendation(s) around accepting, amending or rejecting the plan

Committee Composition:

One (1) member of MODY Council appointed by Council and will act as Chair person

Chief Administrative Officer

Director of Yarmouth Recreation

Two (2) Citizens appointed by Council under the Citizen Appointments Policy C-026-05

Staff supports and resources will be directed as needed to support the work of the committee.

Candidate Description:

The ideal candidates will, in addition to being residents of the District of Yarmouth, demonstrate in a letter of application their commitment to community building, active living and engagement.  They will have experience, either professional or volunteer, with engaging communities/groups of interest.  They will have experience working in collaborative teams.

Accountability:

To the Council of the Municipality of the District of Yarmouth.

Term and Expectations:

This committee is in place for the duration of the development of the LMATMP-anticipated 12 months.  The time commitment will fluctuate with the process but will include at least:

Duties:

            1.   Evaluate according to a scoring metric the responses received from prospective proponents

            2.   Recommend to council the successful proponent.

            3.   Meet with the consultant as needed, but at least to

                            a)   Project Kick Off

                            b)   Discuss the structure of, and inclusion considered for, the engagement activities

                            c)   Review and provide comment on the draft LMATMP as it develops (may be fluid based on the proposed methodologies received from proponents)

            4.   In all other cases, meet at least once monthly for a check in (meetings can, and should where practical, leverage technology to achieve time the money savings)

            5.   Submit to Council the final recommended LMATMP.
